Family of Lawrence Jacobs & Catherine O'Regen

There are some discrepancies around the data we have for this family.

We have a marriage certificate for Lawrence and Catherine O'Regen dated 1865
Yet we have at least 2 children (Lawrence Samuel & Sarah Ann) born before this date.
First assumption is that there was a prior marriage - despite Lawrence and Catherine being Bachelor & Spinster on the marriage certificate.

However, Sarah Ann's birth certificate in 1862 gives her mother as Kate Jacobs, formerly Regen (Catherine/Kate and the O' dropped from O'Regen) .
This certificate also lists Lawrence and refers to 2 deceased children, names unknown.
Sarah Ann's birth certificate also gives a marriage date of 1859 for her parents.

Philip's birth certificate in 1868 tells us that his parents, Lawrence & Catherine nee Regan, married in 1860.
It also lists brothers Lawrence, aged 7 and David, aged 3. Sarah Ann is listed as dead and we learn of another brother, also deceased, called Simeon.

So now we have some extra confusion:
In 1862 when Sarah was born we knew of two previously deceased children, one of whom could be Simeon (although if we take the order of listing as order of birth, then Simeon came after Sarah Ann), but then who was the second, and why are they not listed on Philip's birth certificate?

Catherine married Lawrence JACOBS on 31 Jul 1865 in Melbourne, Victoria, Australia. Lawrence (son of Moses JACOBS and Sarah LEVY) was born about 1834 in St James Westminster district, London, England; died on 16 Jul 1875 in Emerald Hill, Victoria, Australia; was buried on 18 Jul 1875 in Melbourne, Victoria, Australia. We appear to have a slight discrepancy:-

We have birth certificates for Sarah Ann and Philip
On these certificates it says how many children alive and dead

In 1862 when Sarah Ann is born we are told that
Lawrence Samuel is alive
2 other children have died

In 1868 when Philip is born we are told that
Lawrence is still alive, now aged 7
Sarah Ann has died
Simeon is dead
David is alive aged 3

If we assume that Simeon died before Sarah Ann was born that still leaves 1 dead child to account for at the time of Sarah Ann's birth.

4. Philip JACOBS was born on 25 Apr 1868 in Emerald Hill, Victoria, Australia; died on 19 Aug 1898 in Malverne, Victoria, Australia; was buried on 22 Aug 1898 in Melbourne, Victoria, Australia.
